Description of actual services provided:

 

Encon provides consulting services under the U.S. Agency for International Development’s Power The Future (PTF) project implemented by Tetra Tech.

 

Enson analyzed the reasons for the reduced efficiency of CHP-2 in Dushanbe, Tajikistan, and develops proposals aimed at achieving the design performance of CHP-2.

 

Encon evaluates energy efficiency (EE) opportunities at CHPs in Kazakhstan including the following activities:

  • Background information collection and analysis including
    • Site visiting and examining the selected equipment for potential EE improvements
    • Collecting the requested technical and economic information
  • Evaluation of energy efficiency opportunities at CHP-1, CHP-2, and CHP-3 in Almaty owned by JSC Almaty Power Plants (JSC AlES), a member of a group of companies owned JSC Samruk-Energy, CHP-2 and CHP-3 in Pavlodar and Ekibastuzskaya CHP in Ekibastuz owned by JSC Pavlodarenergo, Stepnogorskaya CHP in Stepnogorsk, and Sogrinskaya CHP in Ust-Kamenogorsk including
    • Analyzing the energy efficiency of the CHP's operation (base line identification)
    • Performing modeling and calculations to assess all identified EE measures
    • Proposing EE measures for reducing electricity, heat, fuel, and other operating costs and expenses while increasing reliability
    • Estimating EE investment costs
    • Assessing potential energy, fuel and other operating cost reduction resulted from EE measures
    • Performing costs and benefits analysis for the proposed EE measures
    • Developing a Report summarizing the EE opportunities, including costs and benefits for each CHP, and recommending next steps for implementing the EE opportunities
  • Preparation of Pre-Feasibility Study (Project Business Plan) for Energy Efficiency Investments at CHP-1, CHP-2, and CHP-3 in Almaty including
    • Preparing a detailed description of recommended EE measures
    • Assessing energy, fuel and other savings, including reliability benefits
    • Assessing SOx emission reduction and related emission fee decrease
    • Estimating project costs including equipment, material and labor
    • Developing the Activity Based Schedule
    • Proposing a Financing Plan
    • Preparing project cash flow projections
    • Analyzing capital investment decision indicators analysis
    • Performing risk and sensitivity analyses
    • Analyze environmental and other benefits
    • Preparing the Pre-Feasibility Study (Project Business Plan)
    • Marketing the EE investment project to financial institutions, as appropriate and agreed with JSC AlES and JSC Samruk-Energo.
